interested in the time schedule... majority of miners agreeing to a fork sounds like it would take a lot of time if it was any sort of decentralized...

what are orchard transactions?
any chance for a layman style explanation of the general situation or an article, cause the link isn't letting the article load for me.

@avarice orchard is the current zcash shielded transaction implementation. They are temporarily suspended because miners are colluding to censor them temporarily. The reason for this is currently unknown but it is likely due to a bug that was found.
Sapling transactions, the previous shielded protocol, are unaffected, but those are older transactions that never upgraded to the Orchard pool. Most users do not use these, and new users auto shield into Orchard.
So basically shielded zcash is temporarily unavailable for 99% of users for an unknown reason.
