If you send your entire balance to a newly generated sub-address, is that the exact same thing is performing sweep_all in the cli-wallet?

Is this effectively churning?

would think so
i still like better single use addresses and then discarding of the past mnemonic seeds
rather than like, having a single mnemonic seed that if it's compromised then the whole churning history would be on there
but purely on a remote adversary, it should be the same i would think

@Garnish yes. But you don't even have to send it to a new subaddress, as wallet addresses do not appear on the block chain.
Churning: consolidating all your uxtos into one uxto and there by decreasing the risk of a poisoned output attack because after churning future transactions will not have multiple ring signatures with poisoned outputs.
The strategy for churning is to sweep all a couple of times at random moments over the course of several weeks/months depending on your threat model.
