@Unstirred assuming you mean a long term outage, we are all gonna have bigger concerns than finding the rare person who might be willing to and able to transact with with anything digital. The only 'currencies' to count on in a dire situation are those that can sustain life (water, food, clothes, shelter, etc...).

This blog post goes over a lot of interesting developments that are happening with enabling Bitcoin connectivity off of the internet: https://d-central.tech/bitcoin-beyond-boundaries-transmitting-through-radio-waves/. All of those projects and research are almost certainly applicable to Monero. If the internet went down completely, as long as people have other ways to propagate data, then the Monero blockchain should retain a somewhat coherent state, although with increased communication delays, the stability of the chain goes down and reorgs would increase. People would likely want to increase the confirmation time they wait before sending XMR.
@jeffro256 for me, its not a matter of what's possible, but what is practical, when in a long-term emergency situation. How many people would you even run into that even wants xmr, let alone has the know how to do it without the internet? How many miners would still be running? How many nodes would still be sync'd?
