I think thats because when the number goes up, a lot of the permabulls are really happy and say something inspired by their smugness.
And when it goes down these same permabulls shut up and just wait.
But then the bears are really happy and talk out of smugness too.
So its not neccesarily the case that everyone's mind is changing all the time based on the movements of the market, but probably because the loudest voice at any given time is from the smuggest perspective at that moment.
