What are the cons to hybrid PoW PoS in Monero?

What are the cons a hybrid PoW PoS system in Monero?

Specifically a PoS requirement for mining, but one where you don't get any reward for the stake, only the PoW. So you can't mine without a cpu, and some monero staked.

Complexity aside, wouldn't this make the network significantly more secure? E.g. a state entity can't just flip on some data centre to mine xmr and cripple the network, because they would also need a significant quantity of coins?

Curious to hear thoughts! iirc jberman mentioned this some time ago too.

The idea of rewardless staking has been on my mind since I first heard it on MT. I think there's something here worth exploring.

During the qubic event we were trying to rent hash power to make them match it. If we had this element of rewardless staking could we not have just topped up our staked amount of XMR and said "match it bitch...you cant...goodbye!" ?

Also, being rewardless it shouldn't lead to the typical centralization issues you see with incentivized staking.

I'm currently liking this idea...a lot
